Ingredients

Instructions
- Spread cream cheese evenly over the tortilla.
- Sprinkle carrots, cucumber, bell pepper, and dill on top.
- Season with garlic powder, salt, and pepper.
- Roll the tortilla tightly into a log.
- Chill for 30 minutes to firm up.
- Slice into 1-inch pinwheels before serving.
